The design concept/preliminary design is the basis for the development of a functional/usage program, serving as a basis for the preparation of the public procurement proceedings for a “design and build” type of contract; the specifications for the planned project, as required by the rules and regulations concerning sharing of information about the aspects of environment and its protection, public participation in environmental protection proceedings and an assessment of impact on the environment
